Brandon Raines on Agile in the Federal Government at Agile 2015

Certified Scrum Coach Brandon Raines discusses long-term planning and estimating in the federal world. After seeing the initial successes that Agile could be used to attain, certain agencies in the Federal Government have decided to use Agile from the start to plan out new initiatives. Right up front, the question of how to budget these Agile initiatives cropped up, because in government sector, much like many other sectors, budgeting is largely planned upfront where you have the least amount of information, rather than in small increments building on intelligence gained over time. One approach that Brandon discusses toward balancing Agile planning and federal budgeting is talking to the customer about specific initiative goals, what specific problem they are trying to solve, as well as specific ways that the customer is fairly confident that the goal can be met.
